This is an optional message sent to all mobile stations after a HLR outage so they initiate a synchronization of their standard supplementary services states with the VLR.
This message must be sent only after reset was sent to all known VLRs and they had a chance to have subscriber data restored.

The TCAP dialog userInformation is used for identifying the subscriber. The destinationReference parameter will normally hold the IMSI as a land-mobile international number.
