This operation is used by the HLR to indicate to the MSC that it detected that a subscriber who has a message waiting is active or that it has memory available.

This operation has the following parameters:
- msisdn - indicates the MSISDN who is active or has available memory.
- serviceCentreAddress - the address of the SMSC.
