The functions for an HLR are separated in the following capabilities:

Location Management

These functions are called by VLRs as the already authenticated cell phone moves from a cell or area to another.

Subscriber data management

These operations add, remove or retrieve various data about the subscriber.

Tracing subscriber's activity and calls

These functions are for controlling and querying some standard supplementary services (like call deflection or barring) from the phone's native user interface.
